Hell no, been there recently. The only thing worse than a Nigerian trying to run an 411 scam, is a Nigerian running a "bar" in Japan. Met the owner, who goes by the name of "Henry" aka "gimme all your cash"...
Stay away and find a decent place to drink and have fun.
